More often than not, he is often giving rides to meetings nearly every night. Sebastian takes pride in having the opportunity to help young men transform their lives while working with their families. Dr. Josh Lichtman is an experienced psychiatrist who has been practicing for close to two decades.

Victory Programs’s success in working with young men began to take off once the guys began living with their own peers. Founded in San Pedro by Perry Petacia, Victory Programs was formed to directly serve young men in recovery. An alcoholic himself, Perry had been through a recovery center that emphasized identifying and modifying self-sabotaging behavior. Our structured sobriety programs have helped house members from all different cities, backgrounds and cultures. At Victory Programs, in addition to strengthening life skills, growing community, and developing character, our young men have the opportunity to participate in a number of curated higher education opportunities. Being in recovery himself, he is an advocate for utilizing the 12 steps and has honed his skills at assisting clients and their families incorporate them while recognizing them as part of a comprehensive plan for recovery.

A Victory Programs alumni, Howard went back to college and underwent CADC training in recovery. He has spoken on panels, in treatment centers, community centers, schools, with parents, students, teachers, law enforcement and mental health providers to give insight on issues that are impacting young people today. Sebastian has been participating in drug and alcohol treatment and recovery for over a decade, and has a passion for assisting people as they work through areas of life similar to the ones that he has struggled with. Sebastian has worked with Victory Programs in a variety of roles, and spent time both directing the houses and focusing on the alumni, as well as working with the clinical team at Clear Recovery Center.
When young people complete their stay at the sober living home, they are encouraged to return to support the newer members, hence making the new members’ transition into the structured program smoother. Although he primarily focuses on TMS and psychopharmacology, he is trained in various modalities of psychotherapy including CBT, DBT, EMDR, and Psychodynamic Psychotherapy. He is a clinical instructor at UCLA, and has been selected to be on the list for Southern California Super Doctors for 2021, 2020, 2019, 2018, 2017, 2016, and 2015. Dr. Lichtman brings his extensive experience with addiction psychiatry to serving the young men of Victory Programs. Pat’s work in primary treatment has provided him with an opportunity to have a number of clients transition to Victory Programs over the past 18 years. He has seen firsthand the work that occurs there and the benefits for these young men in perpetuating their progress in recovery.
